Olusegun Obasanjo, the former Nigerian president, has been appointed to serve as Special Envoy on the issue of the ethnic tensions in the eastern DRC.
Chantal Biya, the First Lady of Cameroon will become a Goodwill Ambassador for UNESCO for education and social inclusion.
Therese A. Hitchens of the United States was appointed the fifth Director of the UN Institute for Disarmament Research (UNIDIR). She will take up her duties in Geneva in January 2009.
Charlize Theron, the Academy Award-winning actor and activist has been designated by Secretary-General Ban Ki-moon as a United Nations Messenger of Peace, tasked with promoting efforts to end violence against women.
Margareta Wahlström, a highly experienced United Nations relief official was appointed Assistant Secretary-General for Disaster Risk Reduction and the Secretary-General’s Special Representative for the implementation of the Hyogo Framework for Action in the Secretariat for the International Strategy for Disaster Reduction.

Soldiers of Peace
The documentary Soldiers of Peace, produced by Steve Killelea, sponsor of the Global Peace Index, was shown at the United Nations on 19 November, “our intention with this film is to put peace back on the agenda in the 21st Century” he said. Last weekend it won two awards at the Monaco International Film Festival, including best director.

A poll of seven majority Muslim nations resulted in interesting findings relevant to the UN. Publics in all nations polled favor the Security Council having its own standing peacekeeping force (on average 64%), having the authority to go into countries to investigate human rights violations (average 63%), and having the right to authorize military force to stop a country from supporting terrorist groups (average 76%), or to prevent severe human rights violations such as genocide (average 77%). Not surprisingly, there is very high consensus (average 78%) for the UN to conduct its original collective security function of authorizing the use of force "to defend a country that has been attacked," though the UN has rarely played this role in recent decades.

“Champions of the Earth” is an international environment award established in 2004 by the UN Environment Programme. Through four award cycles, it has recognized 28 outstanding environmental leaders. Earth Summit 2012
On 13-14 November 2008, representatives from governments, civil society and the UN were invited to San Sebastian in Spain, to consider the possibility of a World Summit on Sustainable Development in 2012 (The “Earth Summit”). New UNV-CIVICUS Publication
The United Nations Volunteers (UNV) programme, in collaboration with CIVICUS: World Alliance for Citizen Participation, and the International Association for Volunteer Effort have launched a joint publication, “Volunteering and Social Activism: Pathways for participation in human development.”

UNDP offers procurement-related training to staff in local and international NGOs, intergovernmental organizations, the UN system, and development banks and their partners.

Multimedia Contest Results
Check out the excellent winners of Citizens for Global Solutions 2008 Multimedia Contest. This year over 2300 artist, designers, poets, and activists registered to compete for awards and cash prizes in flash animation, spoken word, digital video, and best entry. The Universal Declaration of Human Rights (UDHR) turns 60 on 10 December 2008 On Human Rights Day 2007, the UN Secretary-General launched a year-long UN system-wide advocacy campaign to mark this important milestone. The initiative celebrates the Declaration and the promise that has made this document so enduring: “Dignity and justice for all of us”. A number of public information documents, including a special logo, more than 360 translations of the UDHR, photographs and background information as well as a list of ideas for activities, have been made available by the Office of the High Commissioner for Human Rights to help you commemorate this anniversary. WFUNA Launches Human Rights Website
On 10 December 2008, WFUNA is launching a new website entirely dedicated to human rights: www.humanrightsnexus.org
The website, available in all six UN languages, is intended to facilitate access to educational materials on human rights, enhance interaction and information sharing between UNAs, and to support closer engagement of UNAs with the work of the UN Human Rights Council and human rights treaty bodies. A strong focus will be placed on human rights education as 2009 will be the International Year of Human Rights Learning. The website is sponsored by the Russian Friends of WFUNA and UNA-Russia.
Online Human Rights Index
The Universal Human Rights Index is an online information tool designed to facilitate access to conclusions and recommendations made by United Nations human rights mechanisms. Since 2007, the Office of the High Commissioner for Human Rights has been responsible for updating and developing the UHRI. So far more then 1,000 documents have been indexed with each paragraph being classified by country, right, body, and affected persons. The user is able to locate observations and recommendations by using these classifications as search criteria or entering key words. www.universalhumanrightsindex.org

From 4-5 December 2008, 38 representatives of 20 European UNAs and 5 Youth Associations met in Geneva at a European UNA meeting convened by WFUNA with the generous support of UNA-Switzerland, and chaired by Dr. Alexei Borisov, Deputy Chairman and Secretary General of UNA-Russia. The meeting included briefings by representatives of the diplomatic community and UN staff, on the impact of the financial crisis on the work on the organization, with a particular focus on development and MDGs. Sessions were dedicated to discuss initiatives and projects that UNAs may undertake at the national level to raise public awareness on the MDGs and lobby their governments to ensure that development aid continues to flow and that the MDGs are reached by 2015. Programme priorities for WFUNA’s upcoming Plenary Assembly were discussed. A report of the meeting will be available on our website.
Congratulations to UNA-Sweden for winning the gold prize for best outdoor advertising/ campaign at Eurobest 2008, the European Advertising Festival. UNA-Sweden’s public awareness campaign on the situation in Georgia featured three dimensional billboards around Stockholm that showcased items from the homes of refugee families in Georgia. Kathryn White, Executive Director of UNA-Canada and WFUNA Executive Committee Vice-Chair, has been elected as the civil society rep for North America to the UNEP Ministerial and Governing Council meeting in February.
UNA-Pakistan organized an event to raise youth awareness on drug abuse on 14 November 2008. The theme for the day was "Youth Concerns: The Rising Toll of Drug Addicts" in recognition of the fact that drug addiction has already begun to devastate communities and deepen the effects of crime and illicit trafficking. Student participants took part in a debate, perfumed a skit and showed innovative ideas through posters, paintings and essays.

Youth Voices on the MDGs through Film
The Global MDG Summit – Mumbai 2008, organized by WFUNA, the Indian Federation of UN Associations and Jai Hind College, took place from 7-11 November in Mumbai. UN Under Secretary-General Kiyo Akasaka and other UN staff sent video messages to the opening ceremony, where officials from the partner and host organizations spoke. Over 300 participants from 13 countries representing every region of the world participated in a day of learning about the MDGs, followed by a strategy day when the student formed “MDG teams” and then two film-making days that included an opportunity for the students to spend a day with local NGOs in rural villages in India. The resulting 16 fully student-made videos (2 on each MDG) were presented at the closing ceremony that was attended by NGO activists, Bollywood stars and noted filmmakers. The 8 winning films are available at www.wfuna.org. A screening event will be held in NY in January 2009.

Human Rights
UNAs are celebrating the 60th anniversary of the Universal Declaration by:
• UNA-Argentina, in collaboration with other partners organized a seminar on the Abuse and Trafficking of Peoples on 3 and 4 December.
• UNA-Cuba celebrated with a conference on the UN with a special focus on UNESCO. The lecturer, Ambassador Flórez Prida informed her audience about the origins of the UN and elaborated on the work of UNESCO.
• UNA-Flanders Belgium is organizing on 9 December a concert at the Royal Conservatory of Brussels for a recital by Liebrecht Vanbeckevoort Belgian laureate of the International Queen Elisabeth Competition for piano in 2007.
• UNA-Serbia is organizing round tables on the Universal Declaration in cooperation with the Ministry of Human and Minority Rights. Students will have a chance to discuss the topic of human rights with eminent professors, experts and UN and governments officials.
• UNA-Singapore will be hosting two events, a colloquium on “The Universal Declaration of Human Rights - Milestones and new Challenges” on 10 December, and a colloquium on “the Human Right to Peace”.
Youth Delegates at the 63rd General Assembly
According to the World Program of Action for Youth for the Year 2000 and Beyond, all UN member states should “include Youth Representatives in their national delegations to the General Assembly and other relevant United Nations meetings". By cooperating with their permanent missions at the UN, youth delegates have a chance to attend meetings and negotiations, and ultimately contribute to the drafting of resolutions on youth policies and programs.
This year the General Assembly hosted youth delegates from: Australia, Azerbaijan, Bulgaria, Finland, Germany, Ghana , Jamaica, the Republic of Korea, Mexico, the Netherlands, Nigeria, Norway, Romania, Slovakia, Sri Lanka (Observer), Sweden, Switzerland, and Thailand. The Youth Program Coordinator at WFUNA, Claudia Maffettone, had a chance to meet some of the youth delegates, and interview them about their experience, what they think youth could do for the UN, and what the UN could do for youth. Ms. Anke Green of the Department of Economic and Social Affairs was interviewed on the UN Program on Youth.

WFUNA Youth holds Capacity Building Workshop in Barcelona
From 24-26 October 2008, WFUNA-youth in cooperation with UNA-Spain held its third Project Management Workshop in Barcelona, Spain. The workshop was attended by 11 young people between 20 and 24 years of age from UNA-Bulgaria, UNA-Croatia, UNA-Serbia, UNYA-Switzerland, and UNYSA-UK. Participants were able to further improve their project plans, broaden their project management skills, and learn effective delegation techniques. Training on how to carry out Mini Classroom Model United Nations for high-schools students was a part of the program.
Swedish MDG Ambassadors Program
UNYA-Sweden is holding for the second year the MDG Ambassadors education program to educate 15 young people between 17-23 years of age on the action youth can take to implement the MDGs. The program starts with an education weekend during which the ambassadors get in-depth studies in the MDG’s, learn how to communicate their message, and come up with several suggestions on how MDGs can be implemented at a local level. UN Days for Youth in Finland
UNYA-Finland, together with the UNA, was involved in organizing a yearly "UN days for Youth" event from 14-15 November on the topic “Universal Declaration of Human Rights - Worthiness and Dignity for all 1948-2008". Discussions concerned the Human Rights Council, and Principles of equality and non-segregation. The Finnish youth delegate to the UN for 2008, Anna Ranki, was there to talk about her experience, and the audience was informed about different job opportunities for (young) Finns in the UN’s Volunteer and Junior Programme Officers programs.
The UNA-Tanzania and YUNA will hold its Model United Nations in December 2008 during the UN week in Tanzania.

First Global Model UN under UN Auspices will be on the MDGs
The UN Department of Public Information, in partnership with WFUNA is organizing the first annual Global Model UN (GMUN) conference at the Palais des Nations in Geneva, Switzerland. Held for the first time under UN auspices, the theme for this University-level Model UN conference will be “The Millennium Developments Goals -- Lifting the bottom billion out of poverty”. GMUN plans to invite the most outstanding delegates from Model UN conferences around the world, as selected by their peers – it aims to be the first truly global Model UN. Members of the MCM Initiative visited the United States in late October. In the course of the trip, they met with WFUNA Secretary-General and staff and with UN officials.
On United Nations Day, the group attended a reception organized by UNA-USA Greater Boston and had the chance to raise awareness of MCM amongst the guests, including the United Kingdom's permanent representative to the UN. The Initiative's international coordination team will reconvene at their next meeting in Paris, 4-7 December.

MOU with Azerbaijan Government
The Ministry of Communications of Azerbaijan signed a Memorandum of Understanding with the Millennium Project to upgrade the government’s futures research capacity to support the policy planning process. The first activities are likely to include: 1) the production of alternative scenarios about accelerated ICT improvements for the region; 2) the development of a system to track changes in ICT around the world; and 3) the production of a State of the Future Index for Azerbaijan.
Members of the Millennium Project Planning Committee participated in the World Public Forum "Dialogue of Civilizations" held in October in Rhodes, Greece. Their panel, focusing on energy security and nanotechnology, formulated a declaration with some specific recommendations such as: the creation of a world energy organization which would include all countries (preferably under the auspices of the UN), and a Global Energy Network and Information System (GENIS) to support decisionmaking and international collaboration in the energy sector; as well as actions for promoting nanotechnology and advancing the assessment and mitigation of its potential health and environmental implications.

The first UN-sponsored summit-level meeting to address key financial and relat¬ed issues pertaining to global development and international economic cooperation was held in Monterrey, Mexico, in March 2002. The six-part Monterrey Consensus that emerged from the summit is the most comprehensive and authoritative state¬ment of development principles to which both developing and developed countries have formally subscribed. Agreement on its thematic areas of domestic resource mobilization, private capital flows, trade, aid, debt and international systemic issues helped to close the post-Cold War gap between the North and South on economic and development thinking. Since 2003, the UN General Assembly has held biennial discussions on the Monterrey Consensus, and progress assessments have been made annually.

Daniel Platz is the Economic Affairs Officer and NGO Focal Point at the Financing for Development Office in the Department of Social Affairs (DESA) of the United Nations.
Mr. Platz joined the UN in 2001 when he became a member of the Financing for Development Coordinating Secretariat, which prepared the first International Conference on Financing for Development held from 18-22 March 2002 in Monterrey, Mexico. UN Connections conducted an interview with him just a week before the Doha conference.
1) What is the objective and the strategy of the Financing for Development Office and how does it support UN initiatives such as the MDGs?
The objective of the Financing for Development Office is to provide effective secretariat support for the UN follow-up to the International Conference on Financing for Development, as well as the outcomes of other related major United Nations conferences, including the Millennium Development Goals (MDGs). The Financing for Development Office’s strategy has been to follow a multi-stakeholder approach. Over the last 6 years we have intensified collaboration and interaction with the major institutional stakeholders (the World Bank, the International Monetary Fund, the World Trade Organization, the United Nations Conference on Trade and Development and the UNDP), the regional commissions and other intergovernmental organizations, as well as civil society and the business sector.

The NGO Committee on Financing for Development is an active committee of the Conference of Non-Governmental Organizations (CONGO) that supports the goals of the Monterrey Consensus to “eradicate poverty, achieve sustained economic growth, and promote sustainable development as we advance to a fully inclusive and equitable global economic system.” The FfD Committee works to strengthen consultative relationships with the FfD office of the UN Secretariat and reviews the work of ECOSOC and UN commissions from the perspective of integrating issues related to FfD into the work of these bodies. www.ngosonffd.org

Building Inclusive Financial Sectors for Development

Why are so many people and firms in developing countries excluded from full participation in the financial sector? That is the fundamental question that claims the attention of Building Inclusive Financial Sectors for Development, otherwise referred to as “The Blue Book”. This book is the result of extensive collaborative efforts and research by staff from the Bretton Woods Institutions, the UN and its various agencies, and multiple civil society organizations and networks. It offers a vision of what inclusive finance could be. It does not dictate policy prescriptions to realize that vision. The Blue Book is intended to be a guide and companion to national dialogues among relevant stakeholders that individual countries may wish to convoke to develop their own national strategies.

Moving beyond the privatization debate - Different approaches to financing water and electricity in developing countries

This paper examines the question of how basic utilities such as water, sanitation and electricity can be used in the most efficient way in developing countries. If some of these are missing the poverty trap remains in these economies. The question is given, who can provide these utilities the best way? The authors claim that the privatization of these goods have led to disappointing results in the past decade. Policymakers need to answer these very significant questions. The paper uses case studies in this report.

UNA-Suriname was established on 4 December 1996 in Paramaribo. The founder and first President of the UNA is Dr. Irma E. Loemban Tobing – Klein, former Ambassador, and Permanent Representative of the Republic of Suriname to the United Nations.
UNA-Suriname has a good relationship with the government of Suriname and has received their support on various occasions, for instance, they assisted with the first Model UN in Suriname on 4 December 2000, and to send UNA-Suriname delegates to various WFUNA and UN conferences and events.
With the support of UNDP and the cooperation of other UN entities, project Platform for Older Persons was initiated by the UNA-Suriname in 2000. A survey on the MDGs was held in April 2004, and various exhibitions to carry out the work of the UN have been organized.
In cooperation with the government, UN agencies and the NGO “MDG Global Watch”, the International Civil Society Forum, was organized in Paramaribo from 2-4 May 2007 on the theme: “ MDGs: reviewing progress, making it happen, unlocking civil society potential”, with 6 panel discussions on various issues. The event resulted in the Paramaribo Declaration (www.mdg-globalwatch.org).
Maintaining contact with all the other UNAs in the Caribbean Region is an important part of the work of UNA-Suriname, resulting in visits to Guyana, Trinidad and Tobago and Jamaica. A youth delegation from UNA-Suriname participated in the International Conference of the Americas and Latin American and Caribbean Regional Model UN hosted by the UNA-Dominican Republic in 2007 and 2008.
UNA-Suriname has good cooperation in particular with UNA-Guyana to strengthen the cooperation in the Caribbean Region in the aftermath of floods and hurricanes and other disasters, with emphasis on the situation of children, older persons and pregnant women.
To celebrate the International Human Rights Year 2008, the UNA-Suriname set-up a mini conference that included a live webcast from the 61st Annual DPI/NGO conference on the issue of human rights that was held in Paris in September 2008. Two representatives from the UNA participated in the actual conference as well. The UNA held a poster contest for children, and youth on the theme of “Human Rights and Development”. The UNA will commemorate the 60th anniversary of the Universal Declaration of Human Rights on 10 December 2008 with a speaker event and award ceremony for the poster contest.
Upcoming projects for UNA-Suriname include, an online newsletter, a new office at the Women’s Center in Paramaribo, the development of a cooperation program between the UNAs of the region, and a Model UN conference in cooperation with Service Clubs in Suriname.
