Human Rights Council

The World Federation of United Nations Associations (WFUNA) is a global nonprofit organization representing and coordinating a membership of over 100 national United Nations Associations.

Human Rights Council Review

When creating the Human Rights Council in March 2006, the United Nations General Assembly decided that the Council shall review its work and functioning five years after it has come into existence. It also provided that the status of the Council is to be reviewed at the level of the General Assembly.

The Council is planning to address its recommendations to the GA in March 2011. Fundamental changes need to be made for the Council to remain credible. The goal of the review is to make the Council more effective and efficient in implementing its mandate to constructively respond to global human rights violations. The article outlines any procedural matters and surfaces its main critiques.

In Geneva, the review is led by the HRC President, Ambassador Sihasak Phuangketkeow. In new York, the President of the GA, Mr Ali Abdussalam Treki appointed two facilitators (Ambassador Christian Wenaweser of Liechtenstein and Ambassador Mohammed Loulichki of Morocco) in March 2010 to review the process of the Council.

The first session of the Open-Ended Working Group (OEWG) took place from 25-29 October 2010, and dedicated to an open and comprehensive evaluation of the work and functioning of the Council, the identification of concrete gaps and shortcomings and possible ways to address them. A second OEWG meeting took place from 17-21 January 2011, where delegations considered and negotiated concrete proposals and options to address specific gaps and shortcomings. An Outcome Document, containing proposals to further improve the work and functioning of the Council, could take form to complement the IB Package.

The Council anticipates to adopt at its 16th Session in March 2011, the Outcome Document with a procedural resolution and to transmit it to the GA.
